After months of anticipation, Mayor Bill de Blasio announced in October that New York City’s popular outdoor dining program would be made permanent. It sounded like a dream, and then it got cold. Thankfully, more and more restaurants are heating their outdoor seating areas using a combination of standing and overhead heaters. Some, like Moonrise Izakaya on the Upper West Side, sell branded sweatshirts, while others, including Olmsted in Prospect Heights, have blankets available upon request.
